Bower Insights has provided Crystal Group with comprehensive program and project management services for the expansion and redevelopment of Wellington Square, a key retail centre within the proposed Wallan Town Centre Structure Plan in Mitchell Shire. The project aims to reposition Wellington Square as a vibrant, mixed-use precinct aligned with long-term growth and infrastructure planning in Melbourne’s northern corridor.

Scope of Works:

Oversight of the full project lifecycle, from master planning and land acquisition through to rezoning and redevelopment strategy.
Coordination of internal and consultant inputs to develop a commercially viable and community-aligned master plan for the expanded precinct.
Preparation of a business case and negotiation support for the acquisition of adjoining land to enable the expansion.
Engagement and management of a multidisciplinary team to support planning, design, and technical inputs.
Development and implementation of a communications strategy to engage Mitchell Shire Council and other key stakeholders, ensuring alignment with local planning objectives and infrastructure priorities.
