Bower Insights team members were engaged by the Level Crossing Removal Project (LXRP) to provide strategic procurement and transaction advisory services for the Cheltenham and Mentone Integrated Development Opportunities (IDOs). These projects were initiated to explore the redevelopment potential of surplus government land released following the removal of level crossings in Melbourne’s south-east.


Scope of Works:
  • End-to-end management of the procurement process, including the design and delivery of an open market Expression of Interest (EOI) and Request for Proposal (RFP) process
  • Preparation of market research and development context analysis to inform the procurement strategy
  • Development of commercial terms, risk allocation frameworks, and performance milestones to attract high-quality market responses
  • Engagement with key government stakeholders, including VicTrack and the Department of Transport
  • Preparation of evaluation tools, scoring matrices, and moderation workshops to ensure consistency and alignment with government procurement standards
  • Chair and facilitation of evaluation panel
  • Advising on the structuring and negotiation of the Commitment Deed, including delivery obligations and commercial protections to support project certainty and value for money
