Bower Insights team members were engaged to assist HousingFirst by providing comprehensive program and project management services for the delivery of a new community housing development at Marlborough Street, East St Kilda.
The Marlborough St project was developed on a Council owned car-park and established a mixed-use multi-level facility including a basement public car park, which was transferred back to Council as payment in kind for the site.

The Marlborough St project demonstrates successful community housing-led urban renewal in partnership with local government, delivering 46 high-quality and environmentally friendly long-term social housing dwellings.


Scope of Works:
  • Oversight of the full project lifecycle, from site acquisition through to practical completion
  • Strategic support and transaction advisory for the procurement of the site in partnership with the City of Port Phillip
  • Preparation of the planning application, managing the engagement of planning consultants, architects, and technical specialists to develop a compliant and community-sensitive design
  • End-to-end project management services throughout design and construction phases, including the procurement of the design and delivery team, contract administration, and risk management
  • Acted as superintendent services during construction, ensuring that the project was delivered in accordance with contract terms, quality standards, and program milestones
