Bower Insights' submission to the Inquiry into Social Housing argues that certainty is foundational to any sustained response to address shortages in social housing.
The submission explores why certainty should be viewed as a foundational element of social housing policy, drawing on lessons from the clean energy transition and reforms in other forms of social infrastructure. We argue that stable policy settings, a consistent pipeline of investment, clearer long-term funding arrangements and greater sector stewardship can help support sustainable growth in social housing supply.
Drawing on our experience working with government and community housing providers, we outline practical recommendations to increase certainty in the social housing sector, strengthening provider confidence, improving long-term asset sustainability, and supporting a more coordinated national approach to social housing delivery.
