Delivered through Mahdlo Property Advisory, the Salvation Army (TSA) initiated a redevelopment project for its 4.3-hectare site at 63-83 Creek Road, New Town, Tasmania. The vision was to transform the site into a holistic village that would address the needs of vulnerable communities through support, care, and accommodation programs. The primary objectives were to create a financially sustainable master plan, align the redevelopment with TSA's operational requirements and mission, and deliver a comprehensive business case to guide the project’s execution. This work supported the investment in existing and additional uses of the site, including obtaining State Government funding for the development of an AOD facility.


Scope of Works:
  • Stakeholder engagement and integration of multiple stakeholder interests, including TSA’s operational needs and the adjoining government precinct’s strategic plans
  • Development of a comprehensive master plan, which provided detailed spatial and programmatic design incorporating TSA’s functional requirements, operational efficiencies, and social impact objectives
  • Delivery of a robust financial model and business case that ensured the project’s feasibility and aligned with TSA’s long-term goals
  • Development of risk mitigation strategies to proactively identify and manage risks related to planning, financial sustainability, and operational integration.
