Merri-bek Affordable Housing (MAH) is an independent, mission-driven entity established by Merri-bek Council and strategically aligned with the City of Merri-bek’s objectives to expand the supply of affordable housing. Its role is to act as a dedicated enabler, facilitator, and broker of affordable housing outcomes that respond directly to local needs. Bower Insights has been engaged by MAH to develop a business case for ongoing Council investment to enable MAH to continue facilitating affordable housing delivery.

This engagement involved the development of clear project objectives and scope for MAH's role in facilitating the delivery of affordable housing, cost modelling and analysis and in-depth research into local housing markets and needs. To support the business case and provide an evidence-based evaluation of the housing outcomes MAH provides, we developed a place-based calculation of the wider social and economic benefits of affordable housing provision in Merri-bek at a local Government level.


Scope of Works:
  • Development of clear project objectives and scope for MAH’s role in facilitating the delivery of affordable housing.
  • Research and presentation of current methods for quantifying the wider social and economic benefits of social and affordable housing.
  • Economic impact assessment of the provision of affordable housing at a Council level.
  • Development of a detailed business case for continued investment in MAH.
