Bower Insights resources have been engaged by VicTrack to provide strategic procurement and transaction advisory services for the Oakleigh and Footscray redevelopment projects. These initiatives were designed to unlock the development potential of surplus government land adjacent to key transport hubs, with the aim of delivering integrated housing and urban renewal outcomes aligned with state planning and infrastructure priorities.


Scope of Works:
  • Development of a tailored procurement strategy for each site, informed by feasibility modelling, benchmarking and market testing.
  • Development of evaluation framework to assess proposals across commercial, planning, design, and social value dimensions.
  • Preparation of full suite of procurement documentation for both the Expression of Interest and Request for Proposal phases.
  • Facilitation of evaluation panel meetings and preparation of formal evaluation reports and recommendations.
  • Coordination of engagement across multiple government stakeholders to align land use, planning, and transport integration objectives.
